Anies asks BPN to repeal rights to build reclamation islets

REPUBLIKA.CO.ID, JAKARTA -- Jakarta governor Anies Baswedan has sent an official request to postpone or repeal rights to build (HGB) of reclamation islets to Ministry of Agrarian Spatial Planning/National Land Agency (BPN). He said, the request was made upon a mature legal consideration.

Anies assessed, the issuance of HGB for 2A and D islets was not in accordance with the procedure. "The sequence was wrong. The zoning plans bylaws must exist first, then we could manage the use of lands. On contrary, there is no bylaws but the rights to build already given," he explained in City Hall, Jakarta, on Tuesday (January 9).

Anies withdrew all documents submitted by the city government related to the request of HGB issuance of reclaimed islets. He hoped Sofyan Djalil who lead the ministry will response immediately.  "We request the ministry to stop all of the process," he said.

Anies said, every step that made by Jakarta Provincial Government related to reclamation must be through legal consideration first.  "HGB certificate that has been issued will be repeal and those still in process must be stopped," Anies added.

The request for termination and cancellation of HGB was stated in official letter Jakarta Governor No. 2373/-1.794.2 dated December 29, 2017. In the letter that was signed by Anies, there was statement that provincial government is currently conducting an in-depth and comprehensive review of the reclamation policy.

Jakarta Provincial Government also prepared draft bylaws (Raperda) on zoning plans for coastal zone and small islets (RZWP3K). Also there would be Raperda on Strategic Plan of the North Coast of Jakarta (RTRKS Pantura). Therefore, Anies in his letter asked BPN not to publish and repeal the HGB.
