Indonesia's immigration issues travel ban to Setya Novanto

REPUBLIKA.CO.ID, JAKARTA -- Directorate General of Immigration Ministry of Law and Human Rights issued a warrant to prevent House Speaker Setya Novanto from going abroad. The warrant was issued related to his alleged criminal corruption case.

"Warrant for prevention is related to the investigation process by Corruption Eradiction Commision (KPK) in the high profile e-ID graft case," Head of Publik Relations and General Directorate of Immigration Agung Sampurno to Republika.co.id via Short Messages Service (SMS), on Wednesday (4/10).

According to Agung, application letter to prevent Novanto going abroad received by Immigration since Monday (October 2). The request was filed by KPK.

"We have received a letter on request to issue warrant to prevent Novanto from travelling overseas or the travel ban request for him as Chairman of DPR," he affirmed.

The travel ban valid for six months ahead, since October 2. Previously, KPK had also prevented Novanto to go abroad following investigation into his alleged involvement in the e-ID graft case on last April.

In July, KPK named Novanto as suspect with allegation he has key role in setting the budget for the procurement of electronic identity cards in 2011-2012 that ended in big corruption. KPK said Novanto via Andi Agustinus is suspected of playing an important role both in the process of planning and discussing the budget at the DPR and in the process of goods procurement and service of e-ID cards. 

Novanto was believed to have created a condition to determine the participants and winner of tender for the e-ID card procurement. 

He has previously missed Corruption Eradiction Commision's (KPK) summonses for questioning as a suspect on September 11 and 18 citing illness. But later on Friday (September 29) he has succeeded with a pretrial motion and clear his status as suspect.

However, the Supreme Court (MA) has confirmed that KPK has the authority to name Novanto as a suspect on his case, again. The authority was regulated under Article 2 paragraph 3 of Supreme Court Regulation No.4/2016.

Moreover, MA spokesperson Abdullah said investigators should use at least two new pieces of evidence other than those already used when Novanto was first named as suspect. He explained that a pretrial only takes into account the formality of a case and does not make a judgement on the crime.
