Bappenas cooperates with Chinese construction company

REPUBLIKA.CO.ID, JAKARTA -- The National Development Planning Agency (Bappenas) has cooperated with Chinese construction company, Huaqing Housing Holding Co. Ltd., to finance and build infrastructure projects in the country.

Deputy for Facilities and Infrastructures of Bappenas, Wismana Adi Suryabrata, stated that the cooperation, as stipulated in the signing of the Memorandum of Understanding (MoU), was a follow up of various high-level meetings conducted by the Indonesian government and Chinese government, as well as efforts to increase the realization of the non-state budget infrastructure funding (PINA) in infrastructure projects.

"We hope that Huaqing can realize its investment in the Waskita Toll Road project," Suryabrata said, after signing the MoU with Director of Huaqing Housing Holding Co. Ltd., Chunyu Zhu, at Bappenas Office here on Monday.

Huaqing is a company that has experience in various housing projects for civil servants and military, power plants, industrial estates, bridges, toll roads, ports, airports, and other infrastructure projects both in China and abroad, such as in Russia, Nigeria, Myanmar, Australia and other countries.

In Nigeria, Huaqing has a track record of building affordable housing for people and civil servants, where it can build houses of 84 square meters to 120 square meters at a cost ranging from US$2 thousand to $30 thousand using a system that is earthquake and fire proof.

In Southeast Asia, Huaqing is building a power plant with a high capacity in Myanmar and Thailand. The company has also undertaken a construction project in South Africa, Pakistan, New Zealand and Sri Lanka.

The MoU is expected to improve networking and cooperation between the Indonesian government and Chinese government, as well as businessmen from both countries, especially in housing, infrastructure and strategic industries.

Huaqing is also expected to synergize and collaborate with domestic partners, such as construction companies, financial institutions and other private companies.

"Huaqing is expected to transfer its experience, knowledge, capital, and technology to Indonesians. I will continue to monitor the progress of this post-signing," he affirmed.

President Joko Widodo (Jokowi) earlier urged his cabinet ministers to accelerate cooperation projects with other parties in the field of infrastructure, which are yet to start.

"There are projects related to the development of ports, refineries, and others, and the president has questioned as to why they have not yet started," Coordinating Minister for Economic Affairs Darmin Nasution earlier remarked.

According to Nasution, Jokowi emphasized that investment will soon enter Indonesia as a result of progressive steps, such as accelerating the implementation of various infrastructure projects with foreign parties.

"The president has urged to pay attention to some projects, although this is already a long-term project," Nasution noted.

Seconding Nasution¿s statement, Coordinating Minister for Home Affairs Luhut Binsar Panjaitan revealed that Jokowi had ordered to accelerate the implementation of all infrastructure projects.

"This is the president¿s order that projects, such as the development of power plants, Patimban port in Subang, toll road, and LRT, must be accelerated. The LRT will later be built underground, so that it can be more cost-effective," Panjaitan stated.

He confirmed that the president wanted all infrastructure projects to be accelerated without too many unclear negotiations.
