BI forbids merchants to swipe payment cards to cash register

REPUBLIKA.CO.ID, JAKARTA -- The Governor of Bank Indonesia (BI) Agus Martowardojo forbade merchants to swipe payment cards in other than electronic data capture (EDC) machine. In every transaction, the merchant should only swipe the card once in EDC and it should not be swipe to the cash register.

The policy to forbid double swiping payment card in non-cash transactions is to protect the public from data and information theft. The statement was said after Agus signed an agreement with Minister of Transportation Budi Karya Sumadi related to the development of electronic payment system integration in JCC, Jakarta, Wednesday.

"So we want to emphasize that the rules have been made and it (double swiping) should be discontinued. If there are still merchants who do double swiping, just immediately report it " he said. 

"The report can be addressed to the acquiring banks which has cooperation with the merchants, or to Bi to be immediately followed up."

Regulation concerning double swiping of payment card have been stated in Bank Indonesia Regulation no. 18/40/PBI/2016 on the Implementation of Payment Transaction Processing.

In Article 34 letter b, Bank Indonesia forbade payment service provider to misuse customer's data and information, other than for the purpose of payment process. It also forbade data retrieval through cashier register at the merchant.

The acquirer, a bank or institution cooperating with the merchant, are able to process data from card-based payment instrument (APMK). In order to protect people's data, the acquirer is required to ensure the merchant's compliance with the regulation.

The acquirer is also expected to stop cooperation with merchants who are still practicing double swiping. If the people is aware of double swiping practices, it can be reported to the Bank Indonesia Contact Center (BICARA) 131, by stating the name of the merchant and the name of the bank.
