VP: DPD should not be dissolved

REPUBLIKA.CO.ID, JAKARTA -- Vice President Jusuf Kalla has expressed his disagreement with a proposal to dissolve the Regional Representatives' Council (DPD).

"The Regional Representatives' Council should not be dissolved, but it should be improved," Jusuf Kalla said here on Saturday.

The vice president could not interfere in improving the functioning of the DPD because it falls within the authority of the institution.

Meanwhile, People's Consultative Assembly (MPR) speaker Zulkifli Hasan accommodated all inputs regarding constitutional changes. The constitutional changes are being discussed by People's Consultative Assembly Assessment Agency.

To dissolve the DPD, Zulkifli noted, the 1945 Constitution should be changed.

"To bring about any amendment in the 1945 Constitution, there is a strict mechanism," he said.

With regard to introducing an amendment in the 1945 Constitution, Article 37 of the 1945 Constitution, paragraph (1), states that proposed changes in articles of the basic law can be scheduled in MPR session if these are submitted by 1/3rd of the members of the board.

Then, in paragraph (3) dealing with changing the articles of the Constitution, it says that the MPR session should be attended by 2/3rd of the members of the chamber.

Furthermore, paragraph (4) says that the decision to change the articles of the Constitution should be approved by fifty percent plus one of all members of the council.

Chairman of the Executive Board of the National Awakening Party (PKB) Muhaimin Iskandar said his regional boards have urged for the dissolution of the DPD.

"PKB's regional boards have said that the DPD did not work properly because each province had only four members in the DPD," Muhaimin Iskandar said at the PKB's National Working Group here on Friday.

The inputs given by local officials were submitted at the national meeting and will be discussed in the steering committee.

"The choice is about improving the DPD's authority or dissolution of the council. Meanwhile, the officials of the steering committee have called for an amendment in the 1945 Constitution," he said.
