VP: The Presidential Regulation of anti-criminalization of officials is not pro-corruption

REPUBLIKA.CO.ID, JAKARTA -- Vice President Jusuf Kalla asserted that Presidential Regulation (Perpres) of anti criminalization officials which were still prepared by the government was not pro-corruption. According to him, the regulation prepared for the infrastructure development across the regions could run.

"Who says that? It’s pro-country, so the country can run well," said Kalla at the Vice President's office, Jakarta, on Tuesday, July 7.

Vice President explained, the regulation would be made so that law enforcement officers did not carelessly arrest the officials who implement the government policies. However, if it was proven to have violated the law, then he was handed over to the legal process.

"If they did corruption, please process it (on legal process). What we do not want to process is policy, not to the policy. Do not carelessly accuse it, that's it. If they violate the law then catch them, but do not blame the policies," said Kalla.

VP was reluctant to explain the extent to which the government has prepared the presidential regulation that guarantee the officials not to be criminalized. Furthermore VP also said that KPK could not reject a presidential decree which issued by the government.

"If the government made it, no one could refuse it, how to do it? It’s not KPK’s business that it could reject the presidential decree issued by the government," said VP.

Previously, Caretaker of Deputy Chairman of KPK Johan Budi, assessed that the issuance of such regulations would be counterproductive to the spirit of fighting corruption. "I think it (Perpres) is not reasonable. If there are (the regional heads) did fit the rules then it is no problem," said Johan, on Friday, July 3.

Johan emphasized, until now KPK has not been invited to communicate by government related to discourse of publishing the regulation. Only, said Johan, it will reject any regulation that makes state officials to be impressed immune from the law.

During this time, local officials considered to be too careful in implementing the policy of development program in order to avoid the law. As a result, infrastructure development and budget absorption were stalled.

With preparation of the regulation issuance, the government was working and encouraging local governments to dare to carry out policies and development plans.
